welcome to 2015 and mobile/web 1st. Are you using RDP on the local network? I tested I replaced my Start Menu shortcut I tested I reverted owner to NT Service\TrustedInstaller I tested Somewhere in there the problem was resolved and even though I believe everything Artem Russakovskii Yay!
